Learning Council (ODLC)

Established in 2013, ODLC provides accessible academic and career-focused learning opportunities for learners at different stages of education.

ODLC offers Secondary – Class X (Grade 10), Senior Secondary – Class XII (Grade 12), Skill-Vocational, Early Childhood Care and Education (ECCE) and Paramedical programmes through flexible learning pathways.

Through open, distance, blended and digital learning, ODLC enables learners in India and internationally to develop academic knowledge, practical competencies and career-relevant skills.

Legal Status & Institutional Standing

ODLC operates through its registered Memorandum of Association, Rules & Regulations and structured institutional governance framework, with defined responsibilities for academic administration and institutional oversight.

ODLC has been authorized as an Implementing Educational Institution for approved academic, skill-vocational and ECCE programmes.

Its institutional systems include learner registration, academic administration, assessments, examinations, result declaration, certification and secure record management. Eligible ODLC credentials are accessible through DigiLocker and supported by QR-enabled online verification.
